Summary

The ideal candidate has experience managing multi-million-dollar mitigation grant programs, including application review, award administration, recipient monitoring, amendments, and closeout. They can interpret grant laws, regulations, policies, and guidance; provide technical assistance to recipients and stakeholders; analyze and resolve complex grant issues; and ensure compliance with financial, reporting, and program requirements.

Duties

What will I do in this position if hired? In this position, you will serve as a Grants Management Specialist in the Hazard Mitigation Assistance Branch, Mitigation Division, Region 9. Typical duties include: Managing assigned mitigation grant awards throughout the grant life cycle, including application review, award processing, amendments, monitoring, reporting, and closeout. Reviewing project applications and supporting documentation for compliance with hazard mitigation regulations, program requirements, eligibility criteria, and budget reasonableness to support projects that reduce disaster risk and increase community resilience. Monitoring recipient performance and compliance by reviewing financial and performance reports, identifying issues or risks, following up on corrective actions, and ensuring award terms and Federal requirements are met. Preparing and processing grant actions and related documentation, including award packages, agreement articles, special conditions, obligating documents, amendments, extensions, de-obligations, and closeout materials. Providing technical assistance and guidance to grant recipients and stakeholders, including State, local, Tribal, and territorial partners, on HMGP and other mitigation grant program requirements, reporting, monitoring, closeout, and grants management best practices. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
