Job Description

Segment Risk Specialist – Data Risk Management. The role provides independent oversight and effective challenge of Data Risk, including data governance, data quality, retention and lifecycle management practices.

Reporting to the AVP, Operational Risk Management, this role will have the following accountabilities:

Provide independent second-line oversight and constructive challenge of Data Risk activities across Canadian Personal Banking and Canadian Commercial Banking.

Assess the completeness and quality of risk assessments, control design, control testing and remediation plans, and clearly document the resulting risk point of view.

Identify emerging, thematic and potentially systemic Data Risk trends and recommend proportionate risk mitigation or escalation.

Provide clear, practical advice to senior management and business, technology and data stakeholders while maintaining effective second-line independence.

Support the execution of Data Risk oversight priorities, targeted reviews and governance reporting across the segment.

Work independently through complex and ambiguous matters and connect issues across products, processes, platforms and business lines.

Execute second-line challenge activities required to support the ORM and ERM Frameworks, including but not limited to:

Review and escalate Segment Risk Appetite Statement measures, limits and excesses, and report material concerns to the Segment CRO and senior management.

Support the Segment ORM team in the review and challenge of PRCSA/RCSA activities.

Challenge the design and operating effectiveness of controls and the quality of testing performed by the First Line of Defence.

Review Key Risk Indicators, trends, thresholds and supporting management actions.

Conduct Segment deep dives and targeted reviews to identify material, thematic or systemic control weaknesses.

Provide independent oversight and challenge of Data Risk issues and incidents, including root-cause analysis, impact assessment, remediation adequacy, target dates, closure evidence and potential cross-segment themes.

Provide Data Risk oversight and challenge for material change initiatives, including data migration, lineage, quality, retention, third-party data handling, cloud adoption and new technologies.

Perform other oversight and challenge activities, as appropriate, to support effective Data Risk management.

Communicate risk assessments, findings and recommendations clearly to executives and senior management, and influence timely, risk-based remediation.

Contribute positively to an inclusive team environment and demonstrate integrity, sound judgment, collaboration and accountability.

Job Requirements

  • Bachelor's degree from a recognized university or equivalent experience.
  • Typically 7+ years of relevant experience in Data Risk, data governance, operational risk, technology risk, controls, compliance or internal audit within financial services or another highly regulated industry.
  • Experience in second-line Operational Risk Management and/or business experience in data governance is an asset.
  • Experience engaging technical subject matter experts across data governance, data quality, retention, lineage, classification and Data Impact Assessments.
  • Knowledge of applicable Canadian regulatory expectations and industry standards relating to operational resilience, technology and cyber risk, data governance, privacy, records retention and payment-card data.
  • Ability to work independently through ambiguity, adapt to change in a fast-paced environment and engage the appropriate subject matter experts.
  • Organizationally astute, with superior influencing, collaboration, and communication skills.
  • Demonstrated experience assessing risk, constructively challenging the status quo and working across organizational boundaries.
  • Strong analytical skills, including segment risk analysis, data analysis, and comparative analysis.
  • To provide effective oversight and independent challenge, the candidate should have a strong understanding of the following areas:
  • Risk management frameworks and methodologies;
  • Data management frameworks, governance, lifecycle processes, controls and supporting tools;
  • Data quality, lineage, retention, classification and issue management practices;
  • Cloud and third-party data risk management; and
  • Applicable regulatory requirements and industry standards.

Education & Accreditation

  • This role requires successful completion of all three levels of TD Operational Risk Management certification. Certification is not a requirement to apply for this role. The successful candidate will have 12 months from the start date in the role to complete required certifications. The required courses are available internally through TD Operational Risk Management.
  • Undergraduate degree in Computer Science/Computer Engineering/Risk Management is an asset.
  • Accreditation such as DCAM and/or similar is preferred.
