Summary

The primary purpose of this position is to perform a variety of technical and administrative work in support of the Labor Relations, Employee Relations and Workforce Management Branch functions.

Duties

Serves as primary point of contact for information and assistance regarding program requirements and processing procedures that relate to the Performance Management and Incentive Awards Programs. Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as voluntary leave transfer, disciplinary actions, grievances, appeals, complaints, indebtedness, financial assistance, and drug testing. Performs administrative and clerical support duties in support of Employee Relations Office. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc. Typing is a requirement for this position. Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes includes conducting recurring types of interviews to develop facts such as circumstances concerning an incident; composing narrative reports, summaries, or letters explaining routine technical actions; and processing documents and actions; assisting the Employee Relations staff in locating and identifying similar or related cases/actions and researching problems by obtaining relevant facts about the problem; evaluating the adequacy of these facts in light of established precedents; and explaining options available based upon analysis of individual circumstances; Utilizing various office automation software processing procedures and function keys to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets; researching files to extract relevant information needed to prepare reports and respond to requests for information. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of an extensive body of employee relations rules, policies, methods, procedures, operations, and principles to perform limited technical work of a non-controversial nature.to perform limited technical work of a non-controversial nature. 2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 3. Skill in typing; a qualified typist is required. 4. Ability to research, analyze, interpret and apply rules, regulations, and procedures. 5. Ability to plan and organize work and meet deadlines. 6. Ability to communicate effectively, both orally and in writing. Other sig.: 1. Work may occasionally require travel away from the normal duty station. 2. The incumbent must have the ability to type a minimum of 40 WPM. 3. The work requires the incumbent to obtain and maintain the appropriate security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
