Summary
You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the Human Resources Office, Southwest (HRO-SW) of COMPACFLT HRO SOUTHWEST.
Duties
- You will research, draft, and support the command's position in responses to congressional correspondence and litigation matters.
- You will advise supervisors at all levels on implementing positive discipline strategies and analyzing the human relations factors underlying workplace performance issues.
- You will serve as an authority on labor relations matters, advising management on its strategic positions during negotiations, union disputes, employee grievances, and other industrial relations challenges.
- You will serve as a senior Labor Advisor providing the full range of labor and employee relations support to customer commands.
- You will serve as lead management representative or provide assistance to management in hearings before the Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority (FLRA) or unemployment appeals.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector interpreting and applying employee and labor relations regulatory requirements, laws, and practices to advise management on available strategies to address a wide variety of employee conduct, performance, and other related matters (e.g.: disciplinary actions, administrative actions, union correspondence, etc.). GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector researching and applying employee and labor relations principles, laws, policies, and precedence to provide advice and guidance on strategies addressing misconduct, performance, leave, and other related matters (e.g.: disciplinary actions, administrative actions, union correspondence, etc.). Education
GS-11 ONLY: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree; OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Successful completion of an LL.M. degree that is related to the position being filled. https://www.usajobs.gov/Help/working-in-government/unique-hiringpaths/students/federal-occupations-by-college-major/; OR A combination of experience and graduate education as described above that equates to one year of experience.
