Summary
This vacancy is for a GS-0343-13, Management and Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, MAJOR SYSTEMS ACQUISITION PRGM, WATERWAYS COMMERCE CUTTER (CG-SEA-A7) in WASHINGTON, District of Columbia.
Duties
You will serve as a/an Management & Program Analyst and be responsible for the evaluation and assessment of program operations. The incumbent supports the planning and development of acquisition efforts and performs analytical assignments that may require the application of qualitative and quantitative methods to analyze and evaluate internal organizational administrative operations to determine their efficiency and effectiveness. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing expert analysis and advice on agency-wide programs and applies advanced analytical techniques to interpret and evaluate findings. Developing contract documentation and conducting market research for contract solicitations and contract awards. Develop and coordinate responses to external data calls, including GAO and Congress. Developing and implementing process and organizational improvements at the program management office to improve efficiency and effectiveness. OTHER SIGNIFICANT FACTS/CONDITIONS OF EMPLOYMENT May be required to serve as a Contracting Officer's Representative (COR) for various contracting efforts. Expected to work towards obtaining and maintaining Federal Acquisition Contracting Certification FAC-C Level II. Will be required to lead the development of systems and the logistical infrastructure necessary to sustain their functionality once deployed in an operational environment. This will be accomplished by leading Integrated Product Teams and collaborating with a wide range of subject matter experts and stakeholders to accomplish technical and capabilities-oriented goals.
Qualifications
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. NOTE: All experience statements (i.e., duties, specialized experience, or occupational assessment questionnaire) copied from this announcement and pasted into your resume will not be considered as a demonstration of your qualifications for this position. Specialized experience may include the following: Leads, conducts, or participates in complex management studies and reviews, particularly those with wide or significant effect upon CG-93 acquisition and implementation. Provides management with analysis and evaluations encompassing programmatic milestones and schedules required for effective management, operations, and decision-making regarding budgetary resource planning and execution. Identifies cost drivers and performs cost trade-off analyses to address system affordability in establishing capability needs. Develop acquisition documentation in support of Acquisition Decision Events. Develop contract documentation for contract solicitations and contract administration. NOTE: Education cannot be substituted for experience at this grade level.
