Summary
You will serve as a MANAGEMENT AND PROGRAM ANALYST in the JOINT/FLEET TRAINING DIVISION of COMMANDER US FLEET FORCES COMMAND.
Duties
- You will support the management of Fleet training resourcing matters for current year budget execution.
- You will provide detailed analysis of issues and determine root cause and requirements that provide a clear way forward to meet Fleet/Joint training support needs with details and timelines.
- You will be the subject matter expert (SME) on budget and resource management and execution, ensuring compliance with all government financial regulations and policies.
- You will serve as the Directorate Security Representative.
- You will coordinate with the Command Security Office in the management of security requirement for facilities access, office spaces security, security containers, personnel onboarding, and reporting and resolving of security issues.
- You will serve as a Fleet/Joint training SME coordinating the accomplishment of all tasks related to assigned projects, prioritizing assets and resources, and developing strategic program plans to support live and synthetic training requirements.
- You will assist the Travel Manager in management and administration of the Fleet/Joint training directorate travel program
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) Process. Experience managing the phases of the PPBE cycle, particularly budget formulation, and execution for a large-scale government organization. Experience in Federal Financial Management; proven ability to manage, track, and analyze multi-million-dollar budgets with complex and diverse funding streams (e.g., OM,N;OP,N) Experience and knowledge of Fleet Training Programs. Working understanding of Navy training programs and frameworks such as Optimized Fleet Responses Plan (OFRP) and Fleet Response Training Plan (FRTP). Experience developing and implementing analytical techniques, cost-estimating models, and resource tracking methodologies to support programmatic decisions and resolve funding shortfalls. Experience applying Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) procedures to execute and support high-value contracts and procurements. Experience conducting independent program evaluations and formulating resource recommendations for a wide range of complex financial and programmatic challenges that directly influence major command-level investment decisions. Education
Bachelor's degree or equivalent experience in a management, technical, or business field is desirable but not required.
