Summary
This position resides in the Grounds and Transportation Division, within the Maintenance & Operations Section of Engineering Service. The incumbent perfomrs duties as a Motor Vehicle Operator as well as a Gardener. Approximately 75% of the incumbent's efforts will be spent as a Motor Vehicle Operator, and 25% as a Gardener.
Duties
Duties include but not limited to: Receiving work assignments and direction regarding work methods, procedures and schedules from either the Maintenance Supervisor - Grounds & Transportation and/or the Fleet Manager. Arriving at and departing from pickup and discharge points at scheduled times. Reading installation maps and judges road/traffic conditions to determine the shortest and safest route. Enforcing passenger safety and seatbelt use. Using multiple variations of Mobile Data Computer (MDC) in and out of the vehicles for assigned trips and duties daily. Loading and unloading passengers and medical supplies. Performing operator maintenance such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation. Maintaining records and document actions, such as operator inspection checklists/forms and accident/incident reports. Using two-way radios (or other device) to maintain communications with dispatcher/supervisor on assignments and locations. Identifies and selects the proper materials, parts, tools, and equipment needed to complete repairs for vehicles and grounds equipment Performs grassing cutting, soil preparation for planting, site clearing, pruning, and transportation of trees, shrubs, bushes, flowers, and other landscaping materials Operates various vehicles including station wagons, vans, light and heavy trucks on and off VA property. Performs maintenance and repair work on pathways, roadways, landscaped area, stairs, and ramps Clears ice and snows from roadways, walk areas, stairs, ramps, and vehicles Oversees and handles the cleaning and maintenance and coordinates the use of government owned vehicles for employees. Keeps detailed records of trips, schedules, daily operations, and maintenance reports Schedules and manages vendor-provided services including maintenance and repair operations for both vehicles and grounds equipment Conducts through safety inspections of equipment and vehicles prior to operational use Carries out routine maintenance operations including cleaning, refueling, and oil level inspections across all equipment and vehicles Manages and operates small ground maintenance equipment including, mowers, string trimmers, brush cutting saws, chain saws, snow removal equipment, and related tools. Relocates furniture and equipment according to specified instructions. Transports mail, equipment, lab specimens, and supplies to various off-site locations. Provides transportation services for consultants traveling to and from the airport and other pre-arranged locations Possessing Commercial Driver's License (CDL) is required for the position. Performs other related duties as assigned. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2026. DRIVER'S LICENSE REQUIREMENT: Must possess a current, valid state-issued Commercial Driver's License (CDL). NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid state-issued Commercial Driver's License. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, Ability to perform the duties of a Motor Vehicle Operator (MVO) without more than normal supervision. This includes, but is not limited to: Skill and knowledge to operate vehicles over a variety of roads, including interstate highways, narrow roads, and on uneven, rough terrain; skilled in handling the controls for starting, stopping, backing, and driving all vehicles and equipment; Skill in manipulating a variety of controls and understanding equipment gauges; skilled in evenly applying fertilizer, in preparing soil mixtures, and in planting seeds and shrubs. Also skills with communication and interpersonal relations, including the ability to appropriately and courteously relates to internal and external customers; Maintenance of confidentiality of patient/employee information, electronic and print; the medical center performance improvement program; and how to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work requires arm and leg movement to manipulate equipment controls. Work also involves moderate physical effort in operating, turning, backing and controlling vehicles, which carry heavier loads or large number of passengers. Frequent reaching, bending, turning, lifting, pulling, pushing, kneeling, climbing ladders, and carrying heavy tools, equipment and material over 50 lbs is required. The position also requires periods of extended sitting. Working Conditions: Works both indoors and out in all seasons and is subject to hot, cold, and inclement weather. Occasionally exposed to moderate amounts of noise from machinery.
