Summary
This position serves as Procurement & Resources Specialist for the VA Northern California Healthcare System (VANCHCS). The Facilities & Engineering Service performs professional operational, technical and administrative engineering work associated with operating, maintenance and repair, and preventative maintenance (PM) at this highly complex, multi-mission medical center.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major Duties and Responsibilities but not limited to: Serves as a Contracting Officers Representative (COR) or Alternate COR for facility contracts. Works closely with engineering staff, engineering managers, contracting officers, vendors, and other stakeholders to ensure that contract terms are met. Incumbent would be responsible for procuring items for maintenance such as parts and general supplies. Items would also include specific checkpoint devices in support of expansion or management of the overall system and/or services and software. Conducts discussion as necessary with contractors for contract issues. Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems. Reviews procurement documents for accuracy, adequacy, and completeness. Manages all tactical/operational responsibilities from procurement to payment pertaining to the designated contract Develops sole source justifications in relation to cost, limited availability or unusual nature, when the resource need is either unique in the medical community or is subject to maximum utilization only through contracting. Manages facility-wide procurements assigned through the engineering department in support of the three to five-year strategic acquisition plans. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. You may qualify based on your experience and/or education as described below: GS-09: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes handling contract related services, product acquisition, and procurement of items; assisting with contracts including pre-award and post-award; preparing procurement packages some of which may have been specialized in nature; assists with creating sole source justifications; generates reports to on acquisition and contracting issues; and monitoring expenditures and reporting on deviations from contract terms. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. NOTE: If you select this option, you must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation. OR COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. GS-11: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes: Knowledge of federal, departments, and agency contracting laws, regulations, principles and procedures, contracts and provisions, financing and methods of contracting applicable to the engineering service. Knowledge of commonly used contracting methods and contract types relating to pre and post award contract functions to administer and monitor contractor compliance problems. Knowledge of negotiation techniques and skills in devising negotiating strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments in the pre and/or post award stages. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature. Requires occasional travel to conduct inspections of contract facilities or motor vehicles providing contracts for healthcare resources to ensure joint commission and safety requirements are met.
