GS-09/11 - The primary purpose of this position: Serves as an AMC/A4P management and program analyst. Applies AMC headquarters organizational structure/process knowledge to plan, organize, and determine necessary resources, budget, manpower, manning and procedures for establishment and maintenance of assigned major command operations.
Duties
GS-09 Duties: Performs developmental assignments. Performs moderately difficult and complex assignments consisting of wellprecedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Carries out special projects and participates in special initiatives and studies. Prepares written correspondence and other documents and briefs efforts, as required. GS-11 Duties: Identifies specific requirements for manpower, and services needed to support current and future logistics, engineering, and force protection operations and staffing and correlates those requirements with program plans to assure timely support. Documents logistics, engineering, and force protection manpower and manning decisions in appropriate formats to meet Air Force and Major Command requirements. Serves as the primary organizational liaison with civilian personnel on all actions involving civilian recruitment, classification, performance evaluation, placement, promotions, separations, career development, equal employment, awards, reprimands, etc. Tracks all personnel, manpower, and training actions. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to influence managers and other officials to accept and implement findings and recommendations, resolve conflict or resource problems, and convey information relative to proposed changes in assigned program(s).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE for GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, theories and practices of manpower and personnel issues, program management, planning, programming, and budget analysis principles, and the standard practices, methods, techniques of the occupation sufficient to perform moderately difficult, but well-precedent assignments, operations, evaluations, programing, planning and budgeting. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives. Practical knowledge of mission, functions, goals, objectives, work processes, and sources of funding for assigned budget activities in order to facilitate budget development and execution. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. Examples of specialized experience include knowledge and skill in applying analytical, evaluative, qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of programs. Knowledge of a wide range of Air Force logistics, engineering, and force protection policies and operations, air mobility missions, Air Force manpower determinates, and organizational policy, principles, and practices. Knowledge of military command structure, mission, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities and processes involved in overall planning and execution of operations, evaluations, programing, planning and budgeting. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 Knowledge of the principles, concepts, theories and practices of manpower and personnel issues, program management, planning, programming, and budget analysis principles, and the standard practices, methods techniques of the occupation sufficient to perform moderately difficult, but well-precedent assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to clearly communicate factual and procedural information. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a team comprised of peers and management. Demonstrated ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS-11 Knowledge and skill in applying analytical, evaluative, qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of programs. Knowledge of a wide range of Air Force logistics, engineering, and force protection policies and operations, air mobility missions, Air Force manpower determinates, and organizational policy, principles, and practices. Knowledge of military command structure, mission, programs, a
