Summary

Clinic Profiler for the Corporal Michael J Crescenz VA Medical Center and satellite outpatient clinics provides a high level of complex and highly skilled support related to provider profile management. Coordinate clinical/provider profiles and scheduling grids, including but not limited to clinic set up and clinic maintenance/ clinic profiles provides the vehicles to capture outpatient and related workload for Veterans Equitable Resource Allocation (VERA), MCA, and Financial Revenue Management.

Duties

The Incumbent is responsible for the overall program management of the clinic maintenance process for the Facility and leads the efforts to integrate profile management among healthcare providers, other facility staff, and patients. The clinic/provider profiles set up the clinic structure, allowing the scheduling of patients, direct workload capture, direct insurance and co-pay billing, direct MCA costing, and track facility and provider performance against national, Veterans Integrated Network (VISN), and local measures. The incumbent interprets national policies and procedures, developing and implementing local standards, defining requirements and providing advice to top management on related issues pertaining to clinic/provider profile management. Ensures that completed profiles reflect national, network and local goals, directives, and policies. Integrates advanced clinic access (ACA) principles and initiatives, outpatient scheduling directive mandates, ambulatory data capture and workload rules and regulations, coding and billing criteria, MCA requirements into clinic structures. Duties include, but not limited to: Responsible for establishing and managing communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple channels to manage expectations and disseminate project progress. Oversees clinic profile coordination and management functions. Incumbent leads clinic profile team members to ensure analytics and goals are being met using accurate and timely clinic management tools for their designated services/clinics. Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the Facility. Provides technical advice to clinic personnel primarily at the clinic director and Patient Service Line (PSL) management level regarding scheduling, clinic profiles and workload. Facilitates efficient and effective communication between Program Analysts (ADPAC)s, MCA, encounter form specialists, billing specialists, and assigned service to ensure accuracy of workload transmission and when new scheduling software is installed/implemented. Participates in Facility/VISN projects, task forces, and committees to problem-solve, educate and implement software, data capture and scheduling directive matters, and other workgroups related to access, wait times, and clinic profile management. Represents the Facility at forums, conferences, and meetings. Delivers presentations to all levels of the Facility, service organizations, Veterans, family members and caregivers. Responsible for oversight of all clinic set up options, clinic profiles and outputs. Position requires knowledge and innovative skill to achieve clinic set up in the best interests of all clinic profile management for the Facility. Assists with development and implementation of an in-depth training program for the Facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management. Instruction is to ensure correct clinic profile mapping, scheduling procedures for all scheduling applications, overbooking, cancelations etc., are in compliance with national directives and other facility policies. Within the clinic profile, creates clinic-specific special instructions including scheduling and overbooks. Will train clinic profile staff on the special instructions, proper clinic set up, requests, modifications, inactivation, and cancellations. Coordinates quality assurance efforts through assessments of workflow and procedures to develop means of improving service delivery to customers. Evaluates data capture outputs that include but are not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc. to ensure facility compliance with scheduling directives and other national guidance as it relates to Clinic Profile Management. Preferred Experience: Direct involvement in clinic scheduling operations and a thorough understanding of patient access, provider availability, clinic utilization, and overall access to care. The ideal candidate will demonstrate proficiency in interpreting and applying scheduling policies and directives, ensuring that clinic resources are effectively managed to optimize appointment availability and operational efficiency. Experience in analyzing and executing strategies to improve clinic access and streamline scheduling processes is highly valued. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analytical work using qualitative and quantitative techniques; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; utilizing data analytic tools for data mining; utilizing computers and applicable databases/software. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's degree or equivalent graduate degree, two (2) full years of graduate level education leading to such a degree, or LL.B. or J.D. in a related field that demonstrates your ability to perform the duties of this position.
