Summary
You will serve as a PROGRAM ANALYST (IRM) in the FACILITIES/LOGISTICS DIVISION N4 of NAVAL EDUCATION AND TRAINING COMMAND.
Duties
- You will report directly to the NETC N4 Branch Head.
- You will consult and advise with assessable unit manager (UAM), senior leadership, Echelon III IRM Coordinators and DNS on program requirements.
- You will develop detailed plans to execute all required elements of the NETC Certification Statement, and communicates plans to stakeholders, as well as ensures accountability of plans.
- You will represent the command with various other agencies and commands to ensure an effective integrated approach to emergency management functions which will support mission readiness.
- You will advise Navy Recruiting Command, Naval Service Training Command, Learning Centers and other NETC Echelon 3 commands on training risk management policy, opportunity management, and tools including guidance and planning
- aligning their efforts with the IRM architecture as appropriate.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applies knowledge and expertise in identifying, analyzing and improving business processes to meet new or existing goals and objectives; 2) Utilizes knowledge and skill in identifying and analyzing problems; 3) Interprets and adapts command policy and guidelines within the FD domain to effectively manage both IRM and Emergency Management programs; 4) Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness; 5) Communicates effectively, both verbally and in writing to articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences; and 6) Uses Microsoft Excel or other automated tools to maintain data, perform analysis and present information.
