A Glimpse of the Job
We are seeking a dedicated Program Coordinator II to play a key role in the implementation of activities related to Texas Target Communities (TxTC). In this role, the incumbent supports the Texas Mitigation Planning Initiative (TMPI) by coordinating hazard mitigation planning assistance for rural regional communities, including multi-jurisdictional or county-level hazard mitigation plan development, outreach, technical assistance, and program implementation. This is a grant funded position and is subject to availability of funds. This position also requires frequent car travel around the state of Texas due to the project assisting local communities.

Qualifications
Required Education and Experience:
● Bachelor’s degree or equivalent combination of education and experience.
● Four years of related experience.
Required Licenses and Certifications:
State of Texas Class “C” Driver License or ability to obtain one within 30 days of employment.
A well-qualified candidate will have the following:
- Master’s degree in planning, urban planning, emergency management, or related field.
- Experience in projects or programs related to hazard mitigation planning, community planning, communication and organization.
- Experience with GIS
- Experience engaging with community organizations, public participation, or local government agencies
- Ability to multitask and work cooperatively with others.
- Knowledge of word processing, spreadsheet, and database applications.
- Excellent written communication, analytical, interpersonal, and organizational skills.
- Excellent leadership and supervisory skills.
- Knowledge of plan evaluation and plan integration assessments.
- Knowledge of FEMA’s local hazard mitigation plan requirements.
- Knowledge of FEMA’s Benefit-Cost Analysis toolkit.
Essential Duties/Tasks
Hazard Mitigation Planning, Implementation, and Evaluation
- Assists in establishing short- and long-term goals and strategic planning for TMPI hazard mitigation planning assistance.
- Collaborates with leadership and project team to plan, implement, and evaluate hazard mitigation planning assistance activities and deliverables.
- Coordinates development of FEMA-aligned, multi-jurisdictional or county-level hazard mitigation plans and related planning assistance (e.g., plan writing support, policy content development, incorporation of current risk and mitigation strategy practices).
- Assists in establishing goals, objectives, policies, and procedures for planning workflows, community participation, and deliverable development
- Supports development of instructional materials and train-the-trainer resources for rural emergency management coordinators to replicate the mitigation planning process.
- Assist with the annual community application/interest cycle for hazard mitigation plan assistance (letters of interest, applications, selection tracking).
- Provides outreach and hands-on technical assistance to communities lacking planning capacity; supports/facilitates community workshops on risk assessments, needs assessments, and policy recommendations.
- Writes, edits, and compiles planning products into user-friendly deliverables.
Fiscal Management and Budget Oversight
- Oversees or supports daily fiscal and purchasing activities associated with program operations, outreach, meetings, and community engagement as needed.
- Assists in preparation and monitoring of budgets for program activities and events (e.g., travel, site visits, workshops).
- Assists in identifying funding opportunities and supports documentation tied to grant/contract-funded work.
Stakeholder Relationship Management
- Develops and maintains relationships with community partners, county/regional representatives, and affiliated partners supporting TMPI planning processes.
- Serves as a liaison to participating communities, including coordinating site visits and facilitating meetings to achieve plan outcomes.
Staff Supervision and Training
- May supervise program staff and/or coordinate work of student workers, graduate assistants, interns, and volunteers supporting hazard mitigation planning projects
- Develops and updates training materials and delivers training (e.g., planning process guidance, reporting expectations, community engagement support)
Reporting and Documentation
- Prepares reports on program activities, including tracking community participation/hours, involvement metrics, and documentation needed for grant reporting.
- Maintains program documentation to support compliance with requirements, laws, regulations, policies, and procedures applicable to assigned programs.
