The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Budget Integration Branch, in the Requirements, Analysis and Resources Directorate, NORAD and USNORTHCOM. The organizational location: HQ, NORAD and USNORTHCOM, J8, Peterson SFB, CO.

Duties

Plans, organizes, and directs the activities of the Budget Integration Branch, ensuring compliance with legal and regulatory requirements and customer needs. Exercises supervisory personnel management responsibilities. Represents Comptroller and Command Leadership with a variety of installation and functional area organizations. Initiates studies and analyzes programs, budgets, and manpower issues and makes determinations and recommendations on various courses of action. Provides expert advice, guidance, and understanding of resourcing issues related to program, budget, or related data analytics.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes serving as the branch chief and, when required, as the Deputy Comptroller, directing the professional work of analysts responsible for formulating and monitoring long-range, detailed budget plans and forecasts, in addition, providing efforts to ensure the effective support of Combatant Command operations and the achievement of financial and budgetary objectives; Responsibility for providing direction and supervision over work at the GS-13 level which best characterizes the nature of the basic, mission oriented, nonsupervisory work performed in the organization, and which constitutes 25 percent or more of the workload does not position or employees of the organization; and exercising leadership in developing, implementing, evaluating and improving processes and procedures and monitors the effectiveness, efficiency, and productivity of the program segment and/or organization directed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas Knowledge of DoW financial management methods, practices, procedures, regulations, policies, and processes; substantial experience and masterful ability to interpret and apply public law, policy and higher-level directives to ensure compliance and effective resource management, and proficiency in using financial management systems and tools (e.g., Advana, PBES, DEAMS, DAI, DCPS, ASRS) to track funding adjustments, analyze data, and support decision-making processes. Knowledge of safety and security regulations, practices, and procedures, including the ability to ensure compliance with security directives for employees handling classified or sensitive material and to maintain a safe and secure work environment. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization, including fostering employee engagement, promoting professional development, and creating a positive work environment to ensure mission success, and the ability to think strategically and make informed decisions to align resources, programs, and policies with organizational goals and mission objectives, while anticipating and addressing long-term challenges. Ability to communicate effectively, both orally and in writing to represent the organization, prepare reports and briefings, provide guidance, and collaborate with internal and external stakeholders. Knowledge of DoW and Interagency missions (e.g., Department of Homeland Security), functions, goals, work processes, and sources of funding pertinent to COCOM level programs/organizations with the ability to align resources and policies to support mission objectives. Skill in formulating, analyzing, and justifying information to prepare and defend program and budget estimates, develop alternatives, and make recommendations to resolve program, budget and funding problems and provide policy and guidance to leadership and staff, and skill in analytical methods and techniques (i.e., conduct cost studies/analyses) to analyze and evaluate the effects of changes in program, budget, and funding plans to formulate solutions to problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
