Duties
- Plans, organizes, and oversees the activities of the 38th Cyberspace Engineering and Installation Group. Develops goals and objectives that integrate organization and 38 CEIG objectives. - Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. - Represents 38 CEIG with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with senior Department of War (DoW), Major Commands (MAJCOMs), Combatant Commands (CCMDs), and base-level entities to dominate C4ISR operations across all security domains (NIPR, SIPR, TS/SCI, and Special Access Programs) for the Air Force Enterprise and Department of War Information Network (DOWIN). - Orchestrates the strategic portfolio management and programmatic execution of enterprise-wide digital infrastructure initiatives, aggressively driving the operational hardening, survivability, and modernization of the Department of the Air Force Information Network (DAFIN), while overseeing the implementation of major telecommunication engineering policies.
Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: 0855 ELECTRONIC ENGINEER: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: knowledge of the mission, roles, functions, organizational structures, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives and policies; knowledge and mastery of advanced concepts, principles and practices of electronic engineering in communication and computer systems to evaluate highly complex C4ISR infrastructures in a thoroughly responsive manner; knowledge of safety and security regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the mission, roles, functions, organizational structures, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives and policies. 2. Knowledge and mastery of advanced concepts, principles and practices of electronic engineering in communication and computer systems to evaluate highly complex C4ISR infrastructures in a thoroughly responsive manner. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to communicate both orally and in writing; ability to evaluate recommendations or suggestions from various echelons having divergent interests, attitudes and responsibilities. 6. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating and resolving conflicts with a variety of individuals and organizations. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position(TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7,"Screening the Ready Reserve,"). This position has been designated as a Key Career Position(KCP). The assignment will not be continuing and has an established tour limitation of 48-60 months as determined by the Career Field Team and Career Field Manager.
