Summary
The Supervisory Financial Administrative Specialist position is located within the Consolidated Patient Account Center (CPAC) serving in the Accounts Management Department. The CPAC is a regionally consolidated business entity designed to enhance revenue within the Veterans Health Administration (VHA)
Duties
Duties include, but are not limited to: Monitors and evaluates administrative activities, implementing substantive recommendations for program improvements, ensuring effective use of office staff and resources within given timelines, and recommending needed changes to enhance services. Takes appropriate action to correct deficiencies when noted by reassigning work assignments, training, requesting additional staffing and/or overtime, and related actions. Develops policies and procedures for conducting the appropriate follow-up action on outstanding revenue with Third Parties. Implements and manages all aspects of Third-Party collections. Assigns work to subordinates based upon program priorities, subordinates' capabilities and assignment requirements. Maintains accuracy and updating of current workflow tools to accommodate resource allocation. Observes staff's performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance. Provides management oversight, guidance and direction for monitoring activities designed to ensure the integrity and accuracy of healthcare collection activities. Exercises responsibility for all accounts receivable activities for all the facilities assigned to the CPAC. Oversees the review, analysis and response to telephonic, written, and personal inquiries from a variety of sources concerning debts resulting from patient care. Establishes and maintains effective working relationships with others throughout the organization as well as externally. Performs analysis of workload, patient service, and similar data to forecast future needs of the CPAC and initiates the necessary action to ensure efficient service delivery. Develops, implements, and evaluates management procedures in order to enhance provider productivity. Manages information and analytical systems to evaluate and enhance the quality of service provided to patients. Tracks payer trending and coordinates with internal departments to resolve issues timely. Performs analysis of internal/external department reviews to ensure accounts are being worked free from error and per established guidelines. Ensures that collection activities are conducted in accordance with established laws, rules, regulations, and policies. Provides guidance and direction for the proper course of action to follow to recover debts. Ensures maximum benefit payments are received from insurance companies and/or Third Party administrators. Monitors the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations. Identifies negative trends and develops strategies for improvement. Participates in initiatives and new projects to resolve issues within CPAC and the department and provides analyzed data and coordination of efforts between team members and internal/external departments. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Demonstrated ability to: organize work, set priorities, and determine resource requirements; determine short- or long-term goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitor progress and evaluates outcomes. Experience that provided management oversight, guidance and direction for monitoring activities designed to ensure the integrity and accuracy of healthcare collection activities. Experience that monitors and evaluates administrative activities, implementing substantive recommendations for program improvements, ensuring effective use of office staff and resources within given timelines, and recommending needed changes to enhance services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year or 18 semester hours of graduate level education.
