Summary

About the Position: You will serve as Section Chief leading a scientific team on complex environmental cleanup projects, ensuring regulatory compliance and collaborating with agencies like the EPA to safely execute vital remediation missions.

Duties

  • Monitor contractor performance to ensure deliverables meet cost and quality standards.
  • Evaluate scientific data to resolve complex, multi-disciplinary environmental risks and site engineering issues.
  • Diagnose technical deficiencies in remediation plans and develops innovative, regulatory-compliant solutions.
  • Represent the agency in negotiations with the EPA, state regulators, and public groups to align project goals.
  • Resolve complex disputes and builds consensus among diverse external partners on sensitive environmental issues.
  • Serve as the principal scientific authority, overseeing hazardous waste, chemistry, and health physics operations.
  • Interpret environmental laws and technical regulations to ensure project execution remains fully compliant.
  • Execute full supervisory authority to hire, promote, and discipline staff, while establishing performance standards, conducting appraisals, and resolving labor relations or EEO issues within federal civil service regulations.
  • Assign, review, and oversee daily workflow over a multi-disciplinary team of environmental scientists and technical staff to achieve mission goals.

Additional information about transcripts is in this document. Minimum Qualifications: Specialized Experience: One year of specialized experience which includes 1.) Evaluating complex scientific data to resolve technical risks on environmental remediation and hazardous waste sites; 2.) Providing technical evaluation and expertise over project schedules, resource allocations, and contractor performance for environmental cleanup operations to ensure all project timelines and resources align with technical scopes, engineering limitations, and scientific realities; 3.) Providing technical and subject matter expertise to ensure project compliance with environmental laws such as the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA); and 4.)Leading multi-disciplinary teams or serving as a technical lead, assigning tasks and reviewing the work of scientific staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. ***In addition to meeting the minimum qualifications listed above, to qualify for this position you must also meet the basic education requirements listed in the Education Section below for the series for which you are applying.**** You will be evaluated on the basis of your level of competency in the following areas: Environmental Engineering Leadership Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

***In addition to meeting the basic education requirements listed below, to qualify for this position you must also meet the minimum qualification requirements in the Qualifications section above.*** Basic Requirement for a Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for a Chemist: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Basic Requirement for a Civil, Chemical, or Environmental Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
