Summary

This position is in Office of Air and Radiation, Office of Air Program Support, Communications, Correspondence, and Congressional Division. About this organization: OAR This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

Duties

At the full performance level of this position, you will: Lead the development and implementation of organizational goals, objectives, policies, and procedures that align with program priorities and strategic initiatives. Exercise supervisory personnel management responsibilities to promote an environment that empowers employees to participate in and contribute to effective mission accomplishment. Represent the Agency to stakeholders by building effective working relationships, providing policy and procedural guidance, and resolving issues as they arise. Coordinate press inquiry reviews, develop responses with the Agency's media relations office, and coordinate public-facing activities for leadership and other senior staff. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

Qualifications

NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as providing oversight in the development and coordination of communication activities, correspondence management, and/or intergovernmental and congressional requests; and coordinating public facing activities. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as providing leadership and oversight in the development and coordination of communication activities, correspondence management, and intergovernmental and congressional requests; coordinating public facing activities for leadership and/or senior staff; and coaching, mentoring, and leading others. You will need the following competencies in order to perform the duties of this position successfully: Policy Planning and Execution* Program/Project Management/Evaluation Coaching and Developing Others* (assessed at GS-14 only) Planning and Evaluating Organizational Awareness Critical Thinking Consultation Technical Competence* Administration and Management Leadership* (assessed at GS-15 only) Decision Making Influencing/Negotiating *You will be evaluated on these critical competencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
