APM Terminals

At APM Terminals, a global leader in port and terminal operations, we enable global trade and drive sustainable growth. What drives us forward is a mindset of always improving — observing how work happens, identifying what creates value, and removing what gets in the way. We constantly look for smarter, simpler, and safer ways of operating. If you thrive in environments where people value learning and are committed to continuously improve daily operations, join us and be a part of our journey.

We are undertaking a significant acquisition, expansion and transformation project at North Sea Terminal Bremerhaven (NTB) in Germany. The project will integrate NTB into the APM Terminals portfolio and modernize the terminal through new equipment, upgraded infrastructure and IT/OT systems, and a new operating model.

As our Cost Engineer, you will be a key member of the project team, responsible for robust cost control, forecasting, reporting and governance across the project budget. You will work across construction, automation, equipment, infrastructure and integration workstreams in a technically and culturally diverse environment.

What We Can Offer

At APM Terminals, we foster a dynamic learning and training culture that empowers our employees to excel. Our commitment to improvement means every team member has the opportunity to develop their skills and advance their careers by continuously refining how we work. Experience a diverse, multinational workplace where your operational insights directly influence how we work.

  • Build your cost engineering and project controls expertise through a large-scale terminal modernization and transformation project.
  • Develop experience in capital project governance, investment follow-up and contract cost management.
  • Work collaboratively with project, finance, contract management and operational stakeholders across multiple disciplines.
  • Develop your career toward Cost Engineer, Cost Controller, Project Controls, Project Finance or broader project execution roles.

Key Responsibilities

  • Control and forecast project costs by maintaining a comprehensive understanding of the project budget, investment breakdown and timeline, including Capex Budget, Estimate to Complete and Value of Work Done.
  • Monitor project performance by gathering, reconciling and analyzing progress and cost data, identifying variances and providing timely reporting to Finance and other project stakeholders.
  • Maintain robust budget governance by documenting scope and budget changes, managing contingency and allowances, and ensuring the required approvals and audit trails are in place.
  • Support contract cost management by working closely with Contract Managers on contract pricing, change requests and their impact on the overall project budget.
  • Coordinate financial inputs with work package owners and Finance to ensure monthly actual Value of Work Done, accruals and supplier invoices are accurately reflected and appropriately approved.
  • Support business and investment planning by preparing business case inputs, scenario analysis and long-term forecasts, and supporting ROFO and Investment Follow-up processes.
  • Collaborate across the project with Project Execution Finance Business Partners, Contract Managers, work package owners and other stakeholders to maintain accurate and disciplined project controls.

What We Are Looking For

  • Continuous improvement mindset: we are looking for someone who brings a thoughtful improvement mindset—curious about how work gets done and motivated to make meaningful, sustainable improvements over time.
  • Leadership expectation: We are looking for people who consistently put customers first, lead by example with respect for people, deliver results with integrity, and drive continuous improvement by solving problems at the root, developing people, and raising standards every day.
  • Relevant experience: At least seven years of progressively responsible experience in accounting, finance, project controls or cost control, preferably within capital project delivery or implementation environments.
  • Strong technical knowledge: Experience with Capex budgeting, cost estimation, physical progress assessment, forecasting, WBS-based reporting, Value of Work Done, EAC/ETC, accruals and variance analysis.
  • Relevant academic background: A bachelor’s degree in Business, Accounting, Finance, Engineering, Project Management or a related discipline.
  • Analytical and collaborative capability: Strong analytical, planning and organizational skills, with the ability to work effectively across functions and cultures while navigating a complex transformation environment.
  • Communication skills: Advanced written and spoken communication skills. English is essential, and German is preferred.

The role is based in Bremerhaven, Germany, reports to the Project Controls Manager, and has functional reporting to the PMO.
