Summary
As a Senior Human Resources Specialist (Recruitment & Placement), you will perform a full range of activities in recruiting, screening, and referring qualified applicants to hiring officials; interpreting human resources policies, procedures, laws and regulations; and providing advice, instruction, or assistance to a team of specialists performing the full range of recruitment activities; recruitment planning and applicant screening, navigating agency policies procedures.
Duties
- Use tact, diplomacy, and patience when communicating and dealing with others.
- Advise management on a wide range of staffing and recruitment matters including strategic hiring, special hiring authorities, various incentive programs, and HR Systems.
- Perform a full range of recruitment and placement activities in support of management's goal to identify, attract, and retain a high quality and diverse workforce that is capable of accomplishing the agency's mission.
- Perform internal and external placement duties including conducting job analysis; drafting and preparing job opportunity announcement(s); evaluating, rating, and ranking applicants; and adjudicating veteran's preference.
- Conduct regular training with customers on a wide range of staffing matters including principles of staffing, recruitment, and placement.
- Provide team support on various recruitment efforts.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/14/2026. Time in Grade does not apply to Delegated Examining Announcements, any reference to Time in Grade in the questionnaire will not apply to the rating and ranking of applicants. This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Applying complex delegated examining tasks, which require a Delegated Examining Certification; Applying complex human resources management concepts, laws, policies, and practices to solve complex recruitment issues and make recommendations; Researching and applying agency-wide complex staffing and recruitment principles, concepts, and regulations to prepare recommendations for management; Reviewing pay inquiries and applications to determine eligibility and qualifications utilizing automated staffing systems; Providing quality work reviews, feedback, and guidance to staff in order to correct and/or address skill deficiencies. Education
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level. Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
