Debt Management and Program Analyst

Summary

This position is located at Bureau of the Fiscal Service, Wholesale Business Architecture Division. As a Debt Management and Program Analyst, you will perform complex studies and projects, considering multiple sources of information, viewpoints, and guidance to conduct analyses, identify, and recommend solutions. The incumbent also serves as an analyst and advisor to management on the evaluation of programs and operations.

Duties

As a Debt Management and Program Analyst, you will: Provide key support in a wide variety of administrative and operational matters. Conduct broad or specific studies relevant to organizational goals and objectives. Develop and maintain knowledge and understanding of the strategic goals and objectives communicated through the Treasury, Fiscal, and Debt Financing Strategic Plans, the annual WSS Debt Financing Operational Plan, and the FRB Fiscal Agent Domain Operational Plan, and the impact of the guiding principles communicated through these plans on the Debt Financing Operations. Comprehend and translate general concepts and guidance into specific, actionable recommendations and plans. Plan and carry out projects designed to improve the efficiency and productivity of program activities.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Experience using quantitative and qualitative analysis to recommend improvements to program operations. Experience planning, scheduling, coordinating, and/or conducting projects or studies to evaluate programs and recommend ways to improve operations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
